EUROPEAN MOBILITY WEEK has released its new guidelines for 2025, with this year’s overarching theme being Mobility for Everyone!
EUROPEANMOBILITYWEEK (EMW) returns from 16 to 22 September 2025, culminating in the much-loved Car-Free Day. Led by the European Commission (EC), this flagship campaign celebrates sustainable urban mobility and encourages positive shifts in how we move.
The week highlights the benefits of active travel, increased use of public transport, and the transition to cleaner, smarter mobility solutions. Local authorities across Europe are encouraged to get involved by piloting fresh planning ideas, unveiling new infrastructure and technologies, tracking air quality, and engaging residents in meaningful dialogue.

Mobility for everyone
This year’s theme—Mobility for Everyone—shines a light on the need for transport systems that are inclusive, accessible, and fair. The campaign urges us to design mobility networks that work for all people, regardless of income, location, gender, or ability. Supporting this vision, the European Social Climate Fund (SCF) plays a key role in helping households and communities adapt to change, by investing in affordable, sustainable mobility solutions that leave no one behind. POLIS latest paper on the SCF, and project such as ELABORATOR, SMALL, and UPPER, also provide further insights into different ways to tackle transport poverty and to support mobility for everyone.
EMW 2025 invites us to rethink our cities as spaces where sustainable transport is not just an option but affordable, safe, and truly accessible for all.
A detailed guide
The EMW2025 guidelines, presented as an easy-to-digest factsheet, provide clear direction on how this year’s vision Can be brought to life. The focus is on four key principles:
- Design for all: Inclusive design benefits everyone. When services, vehicles, infrastructure, and communication are thoughtfully planned, they better serve all users—especially those with physical, sensory, or cognitive impairments.
- Diversity, affordability, and reliability: True inclusivity means offering a mix of dependable, affordable transport options that meet the needs of all citizens.
- Involve the whole community: People experience mobility differently. Engaging a broad range of voices helps shape solutions that reflect real-world needs.
- Think beyond borders: Mobility should not end at administrative lines. Strong cooperation across local, regional, and metropolitan areas ensures seamless, integrated transport for everyone.
