POLIS’ Brussels Bubble Band gathers cities and regions to review key EU policy domains

On 25 September 2025, POLIS convened the autumn edition of the Brussels Bubble Band, its biannual meeting bringing together Brussels-based representatives from member cities and regions.

The session once again provided a platform for members to exchange on the latest EU mobility developments, gain first-hand insight into the workings of the Brussels policy arena, and coordinate shared positions on the files shaping the future of urban mobility.

Eyes on the next Multiannual Financial Framework (MFF)

This edition placed the spotlight on the upcoming post-2027 Multiannual Financial Framework (MFF), a defining file for the next EU budget cycle and a top priority for POLIS advocacy. Participants explored the evolving structure of the MFF and its implications for cities and regions, particularly regarding access to funding, governance, and the balance of power between national and local levels.

One key message emerged from the meeting: cities and regions are indispensable for implementing EU policy objectives, yet they risk being sidelined by financial and governance changes that leave them increasingly dependent on national administrations. Beyond the MFF, the meeting reviewed ongoing developments across key EU mobility policy files, including Fit for 55 and the Alternative Fuels Infrastructure Regulation (AFIR), the Sustainable Transport Investment Plan (STIP), the ITS Working Programme 2024-2028, the European Cycling Declaration, and more.

Moving forward, POLIS and its member cities and regions will work together to ensure their priorities are visible at the EU level, not only in terms of funding but also in shaping policy frameworks that reflect the realities of local implementation. POLIS’ main mission remains to continue to amplify this collective voice across all of its activities.
