Three new guidelines to support cities and regions in AFIR implementation have just been published
With the adoption of the Alternative Fuels Infrastructure Regulation (AFIR), the European Commission has set up ambitious targets for electric vehicle (EV) recharging infrastructure. Cities and regions will be tasked with the deployment of this infrastructure, but this comes with new challenges that require capacity-building activities and best-practice exchange. With this in mind, three new STF guidelines were published to assist public authorities in AFIR implementation
POLIS has been supporting this effort through different initiatives, including the Sustainable Transport Forum’s subgroup on public authorities to support the deployment of recharging infrastructure (STF-PA). This expert group aims to provide guidance and best practice examples to public authorities and other relevant stakeholders on the deployment of alternative fuel infrastructure and vehicles. The STF-PA functions as a platform for exchange between the Commission and public authorities to promote and facilitate the development of a comprehensive network of recharging infrastructure to support the adoption of electric mobility in Europe.
Specific Task Forces are set up to develop recommendations in specific areas. The outcome of these Task Forces is consubstantiated in three new reports, coordinated by DG MOVE and with contribution from POLIS, focusing on specific topics of interest for cities and regions:
- Guidelines for tender procedure for deployment of public electric recharging infrastructure for cars and vans - The report provides updated guidelines to assist public authorities in organizing and executing tenders for deploying publicly accessible electric vehicle recharging infrastructure for cars and vans. The document explains best practices (from integrating mobility and energy strategies to choosing appropriate concession models) from several POLIS members, such as Madrid, Stockholm, Barcelona, Leuven, and Amsterdam.
- Recommendations for public authorities supporting the expansion of recharging infrastructure tailored for specialised and captive fleets - This document provides recommendations aimed at aiding public authorities in supporting the expansion of recharging infrastructure tailored for specialised and captive fleets,which encompass a broad spectrum of vehicle types, including but not limited to taxi and ride-hailing fleets (such as Uber, Lyft etc.), shared mobility services including 2-wheelers (ShareNow, GreenMobility, etc.), municipal fleets, coaches, logistics fleets and non-road mobile machinery (NRMM).
- Guidance of fire safety for electric vehicles parked and charging infrastructure in covered parking spaces - This document provides evidence-based guidelines to mitigate fire risks associated with BEVs and recharging infrastructure in such spaces. The guidance focuses on prevention, detection, evacuation, propagation control, and firefighting, offering recommendations for public authorities, parking operators, and other stakeholders to ensure safety while supporting the EU’s decarbonization goals.
These guidelines, together with previous STF-PA Recommendations, will soon be published in the European Alternative Fuels Observatory.
