SMALL publishes a practical guide to inclusive shared mobility

Designing shared mobility systems that work for everyone requires more than good intentions: it requires genuine collaboration.

Co-creation in Motion, the newest publication from the Interreg North Sea SMALL project, brings this collaborative philosophy to life by offering a hands-on guide for engaging people with reduced mobility throughout the entire innovation process.

The guide outlines SMALL’s co-creation framework, an approach that blends established methodologies with real experiences from six pilots across the North Sea Region: Amsterdam (the Netherlands), Brest Metropole (France), the Capital Region of Denmark, Ghent (Belgium), Saint-Quentin (France), and Varberg (Sweden).

Rather than viewing co-creation as a linear, one-off activity, the framework embraces an iterative, cyclical model that evolves alongside users’ needs. It highlights five key stages—co-identification, co-development, co-implementation, co-evaluation, and co-dissemination—and demonstrates how each contributes to designing mobility solutions that are practical, inclusive, and widely accepted.

Beyond its theoretical foundation, the publication stands out for its rich collection of real-world insights. SMALL partners share lessons learnt from working with families, older adults, and people with physical impairments, as well as local authorities, mobility operators, and community groups. From running accessible workshops to testing adapted bicycles and co-creating digital tools, the guide provides actionable examples of what effective participation looks like in practice.

The result is a resource that not only helps mobility innovators understand why co-creation matters but also shows them how to do it well. With templates, tools, and activity suggestions, the guide supports anyone seeking to embed inclusive engagement in their mobility projects, whether in planning, design, or service delivery.
