Become a CIVITAS Champion City!
The CIVITAS Replication and Deployment programme (2025-2027) is seeking 12 Champion Cities to support peers across Europe in implementing innovative mobility solutions.
The CIVITAS initiative supports cities in gaining better access to knowledge and innovative transport solutions. It fosters collaboration through take-up and transfer activities such as twinning sessions, co-creation workshops, and site visits.
CIVITAS is now launching the second cycle (2025–2027) of its Replication and Deployment Programme and is seeking 12 Champion Cities from across Europe to address real-life urban mobility challenges.
About the programme
The programme engages 36 cities over two cycles, each of which engages 18 cities—12 Champion Cities and 6 Challenge Cities. The first cycle took place between October 2023 and August 2025. The second cycle started in January 2025 with the opening of the call for applications, and will end in February 2027 with the release of the deployment plans.
The cities involved will work on addressing specific challenges in sustainable urban mobility identified by the Challenge Cities. Challenge Cities will then develop a deployment plan to address them, supported by Champion Cities that share expertise, best practices, and advice.
The Challenge Cities will be matched in three winning pairs based on the complementarity of their respective challenges. Each Challenge City will also be matched with two Champion Cities. This will encourage peer learning, with every pair benefitting from the input of four Champion Cities and external experts.
Key topics for 2025-2027
This cycle addresses three key topics, with challenges already identified by the participating Challenge Cities:
- Road Safety and Security
- Stuttgart (Germany) is looking to improve safety around schools by tackling poor visibility at crossings caused by parked vehicles.
- Reġjun Tramuntana (Malta) is ready to target dangerous traffic patterns caused by non-local vehicles using narrow residential streets as shortcuts, through data-led, low-traffic interventions.
- Behavioural Change and Mobility Management
- Kifissia (Greece) aims to encourage walking and cycling over short car trips through awareness campaigns, shared mobility schemes, and nudging strategies.
- Gaziantep (Türkiye) seeks to reduce car dependency by strengthening its Sustainable and Smart Mobility Strategy (GAUS) with evidence-based planning, mobility management tools, and soft measures.
- Mobility Hubs
- Florence (Italy) aims to enhance multimodal connectivity in constrained urban spaces, particularly around Santa Maria Novella Station, through better integration of tram lines, mobility hubs, and MaaS trials.
- Osmangazi (Türkiye) plans to develop people-centred Mobility Hubs in its sloped, historic core, using low-emission corridors and inclusive solutions.
How to apply
Cities willing to share their expertise on these topics are invited to apply as Champion Cities, indicating preferred Challenge Cities based on their experience and interests.
The call is open to all cities in EU Member States or Horizon Associated Countries.
The deadline to apply is 18 September 2025.
