Just Transition x Active Travel and Health Report: Designing for Real Choice—Infrastructure as an Enabler

This report summarises the key insights from the POLIS Just Transition Webinar held on 17 September 2025, organised by the Active Travel & Health Working Group with support from the Just Transition Taskforce.

The session explored how walking, wheeling, and cycling infrastructure can reduce transport poverty, empower vulnerable groups, and make urban mobility more inclusive.

Drawing on presentations from leading practitioners and researchers across Europe, the webinar examined how infrastructure shapes behaviour, supports sustainable transport, and enables genuine mobility choice. Case studies from Budapest, Copenhagen, Milan, and insights from the International Federation of Pedestrians highlight practical tools, strategies, and interventions that can create safe, accessible, and attractive environments for all.
