Transport poverty

Transport poverty remains a significant barrier to social and economic inclusion across Europe. It disproportionately affects vulnerable groups, such as low-income households, people in rural or suburban areas, and those with limited mobility, trapping them in cycles of disadvantage.

POLIS recognises transport poverty as a critical challenge, particularly as cities and regions strive to meet climate goals while ensuring no one is left behind. The Social Climate Fund (SCF), established to mitigate the social impacts of the green transition, provides a unique opportunity to address transport poverty at its root. By leveraging the SCF, cities and regions can implement targeted measures that make sustainable mobility both accessible and affordable for all.


POLIS advocacy 

POLIS advocates for a strategic and inclusive approach to utilising the Social Climate Fund, urging cities and regions to align their investments with broader mobility plans. This ensures that measures to combat transport poverty contribute to long-term sustainability goals while addressing immediate social needs. Data-driven decision-making, stakeholder engagement, and cross-sector collaboration are essential to making the most of SCF resources.

The Governance and Integration working group has organised several meetings with the European Commission, member states and members to discuss the better use of these funds to tackle it.
