TISGRADE
2025 - 2028

TISGRADE

The TISGRADE project aims to align and enhance the currently fragmented development of Intelligent Transport Systems (ITS) traffic information services across Europe. By enabling better traffic information, the project supports safer, smoother, and more sustainable travel choices.

Inconsistent traffic information creates a genuine risk to users. Ensuring accurate and reliable information depends on the production and collection of high-quality data, and this implies strong coordination and seamless data-sharing between cities and service providers.
TISGRADE is a major EU project to enhance cross-border traffic information services. Recently awarded €13.7 million in EU funding (from a total budget of €27.5 million), TISGRADE aims to improve the availability and quality of real-time traffic data across Europe.
Running from November 2025 to December 2028, the project supports safer, more efficient, and sustainable mobility, aligning with the European Green Deal. Led by the Dutch Ministry of Infrastructure and Water Management (NDW), TISGRADE unites 54 partners from 20 EU countries and Norway, including road authorities, National Access Points (NAPs), and service providers.
Key activities include:
  • Developing tools for data collection and digitisation
  • Validating and quality-checking traffic datasets
  • Upgrading NAPs for better interoperability
  • Creating a public-private feedback loop to refine data quality
By fostering collaboration across the data value chain, TISGRADE ensures reliable traffic information for Europe’s road network, in line with the ITS Directive (2010/40/EU, revised by 2023/2661/EU) and Delegated Regulation (EU) 2022/670, and supports the ambitions of the Sustainable and Smart Mobility Strategy.
POLIS's role includes supporting project coordination, sharing best practices from members, and representing local voices in the Public-Private Tactical Group and Road Authority Community. POLIS members HelmondGothenburgAmsterdamLisbon, and CROW are project partners.
