TISGRADE project launches to improve cross-border traffic information and coordination in Europe

On 27 and 28 January 2026, TISGRADE partners gathered in Utrecht for their first in-person meeting. Their goal? Enhance the cross-border traffic information services across Europe.  

The EU has recently granted a Connecting Europe Facility (CEF) subsidy to the project TISGRADE –Traffic management Information Services upGRADe Europe. The main objective of this large-scale European initiative is to improve the availability and quality of cross-border traffic information services for road users, in order to make more efficient use of the TEN-T core road network and its urban nodes, while supporting safer, more accessible and sustainable mobility – fully in line with the European Green Deal.

TISGRADE: a collaboration of 20 Member States across the entire data value chain

With a total budget of EUR 27.5 million, including EUR 13.7 million in EU co-funding, TISGRADE will run from November 2025 to December 2028. The project is coordinated by the National Road Traffic Data Portal (NDW), which is part of the Dutch Ministry of Infrastructure and Water Management. The TISGRADE initiative brings together 54 partners from 20 EU Member States plus Norway, representing national, regional and local road authorities, National Access Points (NAPs) and major European service providers.

TISGRADE focuses on the large-scale deployment of tools and processes to ensure harmonised, high-quality Real-Time Traffic Information (RTTI) data provisioning across Europe. Key activities include:

  • Development of data collection and digitisation tools
  • Validation and quality control of static and dynamic datasets
  • Upgrades of National Access Points (NAPs) to enhance interoperability
  • Establishment of a public-private feedback loop to continuously improve data quality

By strengthening collaboration between data holders and service providers, TISGRADE will help secure the long-term availability of reliable traffic information throughout Europe. The initiative is in line with the ITS Directive (2010/40/EU, revised by 2023/2661/EU) and Delegated Regulation (EU) 2022/670, and represents a major step forward in Europe’s digital transformation of the mobility sector and supports the ambitions of the Sustainable and Smart Mobility Strategy.

POLIS role in the project

POLIS is proud to support the overall communication of the project, collect best practices from its members on data collection and digitalisation, and ensure that the voices of the local level are heard in the Public Private Tactical Group and the Road Authority Community. POLIS will closely work with its members partners of the project: Helmond, Gothenburg, Amsterdam, Lisbon, CROW, Lantis.
