POLIS' Traffic Efficiency Working Group has published the recording of the webinar ‘Digitising Traffic Circulation Plans’. Presented by the RTTI Task Force, in partnership with CROW, the session provided a practical guide to support cities in digitising their Traffic Circulation Plans (TCPs).
Real-Time Traffic Information (RTTI) is essential in modern transport, particularly in communication between road authorities and service providers. Creating more efficient, user-friendly transport networks can promote sustainable mobility and improve road safety. However, local authorities face challenges in standardising communication, such as data inconsistency, limited access, user preference misalignment, and complex policy integration.
To address the challenges, the Traffic Efficiency Working Group held a webinar on 18 March 2025, bringing together experts from the European Commission, CROW, and cities participating in the POLIS RTTI Task Force to offer practical guidance on digitising TCPs.
Digitising TCPs made easy
The position paper ‘Digitising Traffic Circulation Plans: The Road Ahead’, developed by POLIS, CROW and based on input from local road authorities across Europe, was published in November 2024. It highlights the benefits of standardising communications through digital TCPs for improving real-time traffic management. It aims to support cities in navigating the regulatory landscape and offers practical guidance on standardising and integrating TCPs into existing digital frameworks.
As the EU regulates data provision for real-time traffic services under its Intelligent Transport Systems (ITS) directive and Real-Time Traffic Information (RTTI) Delegated Act, requiring TCPs to be digitally accessible through National Access Points (NAPs) as of 2028, this webinar provides timely and essential insights, offering a practical step-by-step approach to TCP digitalisation, including successful examples.
The webinar dives into the potential of digital TCPs and presents the paper’s key findings. Tiffany Vlemmings, previously at the European Commission, outlines the regulatory context and requirements for digital data provision by urban nodes introduced by the ITS Directive and the RTTI Delegated Regulation. The POLIS RTTI Task Force, comprising six cities, addresses the challenges faced by local authorities, while Gerard van Dijck of CROW introduces a practical approach to digitising TCPs, illustrated through use cases, with the city of Helmond offering a concrete example of applying this practice. Finally, the session presents the progress towards a proof-of-concept in 2026 and a pilot by 2027.
