Ruter

Ruter is the public transport authority responsible for more than half of Norway's public transport, operating both in Oslo and Akershus. They aim to provide an attractive offer for the residents of the region, making public transport the first choice for even more people, while also contributing to a more sustainable social development.

Ruter fulfils their mission through the procurement, development, planning, coordination, and marketing of public transport services. Within the given financial constraints, their services meet the transport and climate policy goals set by the Oslo municipality and Akershus county for public transport in the area. The public transport is operated by various companies through contracts. Ruter therefore does not own any buses, trams, ferries, or subway trains. Sporveien Subway AS and Sporveien Trams AS are permanent contract partners, while bus and ferry contracts are awarded through competitive tendering.

Ruter's vision for sustainable mobility is about facilitating a good life, social justice, and positive urban and regional development within the Earth's capacity for resilience. Sustainable means that the solutions should take into account environmental, social, and economic considerations. Freedom of movement implies the freedom for citizens to live their lives by easily having the opportunity to travel wherever they want, whenever they want – and it includes all citizens, regardless of their circumstances.
