ReSKILLING toolkit WORKSHOP: Planned Action for CCAM workforce planning, skills development

On 18 November 2026, between 11:00 and 12:30 CET, ReSKILLING will host an online workshop to introduce and test its new ReSKILLING Toolkit. The free digital resource helps public transport operators and authorities plan workforce adaptation to CCAM.

How can public transport organisations prepare their workforce for automation while businesses identify new opportunities in the evolving mobility landscape? The Horizon Europe-funded ReSKILLING project has developed a free digital toolkit to help organisations turn the challenges and opportunities associated with Connected, Cooperative and Automated Mobility (CCAM) into practical action.

POLIS invites its members and other interested stakeholders to join the online workshop “From CCAM Change to Action: Test the ReSKILLING Toolkit” on 18 November 2026. The session will introduce the toolkit, demonstrate its main features, and give participants a chance to explore its resources and provide feedback.

Supporting workforce adaptation and business development in CCAM

CCAM technologies are expected to reshape transport services, job profiles, and the skills required across the mobility ecosystem. For public transport operators and authorities, anticipating these changes is essential to effective workforce planning, training and reskilling. At the same time, the transition towards automated mobility may create new market opportunities for start-ups and small and medium-sized enterprises (SMEs).

Building on evidence from its research into emerging mobility services, changing occupational profiles, and future skills needs, the ReSKILLING project has translated its findings into a practical digital resource. The toolkit helps organisations better understand the implications of CCAM and identify steps they can take to prepare for the transition.

One toolkit, two pathways

The toolkit provides tailored guidance for two user groups, helping organisations explore the resources most relevant to their needs.

For public transport operators and authorities, the toolkit offers a six-step process to assess automation scenarios, examine the potential impacts on individual job profiles and identify changing skills requirements. Users can then develop a tailored Reskilling Plan to support their organisation's workforce adaptation.

For start-ups and SMEs, the toolkit supports exploring emerging CCAM business opportunities. It brings together 14 mapped opportunity areas, CCAM-focused Business Model Canvases, customer segments and information on funding opportunities. These resources can help businesses assess their potential role in the evolving CCAM value chain and explore possible directions for business development.

The session will introduce the ReSKILLING project and the opportunities and challenges associated with CCAM deployment. Participants will also hear examples of reskilling practices from two public transport operators before seeing the toolkit demonstrated in practice.

A key part of the workshop will be an opportunity to test the toolkit and explore how participants can apply its resources to their own organisational contexts. Their feedback will help the project team refine the toolkit and ensure that it responds to the practical needs of its intended users.

The workshop is relevant to public transport operators and authorities, as well as start-ups and SMEs interested in the future of automated mobility. We particularly encourage colleagues working in human resources, workforce planning, operations, training, and business development to attend.
