Local Alliance Position Paper—Shared governance of strategies, priorities and policies for an efficient use of EU Budget and implementation of EU priorities

In January 2025, the Local Alliance—a coalition of Europe’s leading city and regional networks comprising ACR+, CEMR, Climate Alliance, Energy Cities, Eurocities, FEDARENE, ICLEI Europe and POLIS—called for the acknowledgement of the unique perspective of local and regional governments on how the new Multiannual Financial Framework (MFF) should be shaped.
In this position paper, the Alliance emphasises how local and regional authorities are underrepresented in the MFF process, calling for more tailored funding that reflects diverse regional needs and challenges. The Alliance recommends institutional changes to ensure genuine multilevel governance in EU budget decisions, arguing that a more inclusive process would enhance ownership, efficiency, and policy outcomes.
The strategic objective of this document is to advocate for a multilevel governance across all EU funding mechanisms, ensuring the EU budget reflects real territorial needs and supports effective delivery.
