In January 2025, the Local Alliance—a coalition of Europe’s leading city and regional networks comprising ACR+, CEMR, Climate Alliance, Energy Cities, Eurocities, FEDARENE, ICLEI Europe and POLIS—called for the acknowledgement of the unique perspective of local and regional governments on how the new Multiannual Financial Framework (MFF) should be shaped.
In this position paper, the Alliance advocates for a place-based approach to competitiveness, recognising diverse local assets and challenges, criticising one-size-fits-all EU policies that ignore or disregard regional disparities. The Alliance also proposes to empower local actors in designing and implementing competitiveness strategies, and suggests strengthening innovation, Small and medium-sized enterprises, and skills development through territorial cooperation.
The strategic objective of this document is to call for the EU’s competitiveness agenda to be territorially inclusive, resilient, and driven by on-the-ground innovation and clean industrial transformation.
