In January 2025, the Local Alliance—a coalition of Europe’s leading city and regional networks comprising ACR+, CEMR, Climate Alliance, Energy Cities, Eurocities, FEDARENE, ICLEI Europe and POLIS—called for the acknowledgement of the unique perspective of local and regional governments on how the new Multiannual Financial Framework (MFF) should be shaped.
In this position paper, the Alliance argues for better inclusion of local/regional governments in shaping the EU’s future, highlighting the role of the European Committee of the Regions (CoR) as a bridge between EU institutions and subnational levels. The Alliance also proposes reforms to increase transparency, democratic legitimacy, and multilevel governance in the EU, and stresses the importance of subsidiarity and a bottom-up approach in EU policymaking.
The strategic objective of this document is to advocate for reforms that are not just top-down but are aligned with local needs, capacity, and political realities—making EU policies more resilient, democratic, and effective.
