Portland's Vision Zero Action Plan
Portland adopted its first Vision Zero Action Plan in 2016, establishing the city's long-term commitment to eliminating traffic fatalities and serious injuries. The plan introduced a Safe System approach, supported by principles of equity, data-driven decision-making and accountability, to guide investments and actions aimed at creating a safer transport network. Since then, the strategy has been regularly reviewed to respond to emerging challenges and monitor progress.
Following a first update in 2019, the Vision Zero Action Plan Update 2023–2025 builds on the original framework, incorporating lessons learned since its adoption and setting out a renewed programme of actions across the Safe System pillars, including safe speeds, safe streets, safe road users and safe vehicles.
An Addendum for 2026–2027 further extends the plan by updating its actions and performance measures while maintaining the overall strategic direction until a new citywide Vision Zero Action Plan is adopted.
