Midterm review on the White Paper on Transport: Polis position and EP Rapporteur draft report

On 30th March, the rapporteur at the European Parliament for the midterm review of the white paper on transport, Mr Wim Van de Camp (EPP/DE) published its draft report. In terms of procedure, this report will be discussed in the Committee of Transport of the European Parliament on the 14th of April. It is now open for amendments by other Members of the European Parliament until the 20th of April. The vote by the Transport Committee will be held on 28th of May, with a vote in plenary on the 6th of July.

In terms of impact, this report will feed in the future development at the European level of the current white paper on transport published by the European Commission in 2011. On its side, the European Commission has recently launched a stakeholders’ consultation on the same topic in order to gather further inputs. The EC is expected to produce a light revision of the white paper on Transport early 2016.

On its end, Polis finalised a global position paper on the topic to be given to Members of the European Parliament during the following weeks which will lead to amendments suggested to the rapporteur. The main topic will be concerning urban mobility, which is nowhere to be found in the current draft report of Mr Van de Camp. Members will be invited for comments and suggestions during the consultation process, as this will constitute the basis of the in-depth vision of Polis towards the White Paper.
