Despite the increasing awareness of SUMPs, there is also disparity between the development and implementation of SUMPs, and plans vary in detail and level of commitments. As cities continue to work towards achieving Europe’s policy goals, it is becoming increasingly important to have systematically collected comprehensive and comparable data at the city level in the EU in relation to urban mobility. In this context ELTIS/SUMI2 comes to play.

Preceded by SUMI (2017-2019) and ELTIS (2017-2021), Eltis/SUMI2 provides the centre of knowledge for urban mobility and SUMPs and allows cities to effectively monitor and track progress against SUMP measures through two main pillars:

  • European Urban Mobility Observatory and support - Europe's main observatory on urban mobility which provides good practices, tools, and communication channels needed to help turn cities into models of sustainable urban mobility. Eltis facilitates the exchange of information, knowledge, and experiences in the field of sustainable urban mobility in Europe.
  • Sustainable Urban Mobility Indicators (SUMI) - SUMI offers technical assistance to selected urban areas for the pilot application of a pre-defned set of sustainable urban mobility indicators. The indicators are officially endorsed by the European Commission and based on the “SMP2.0 Sustainable Mobility Indicators” developed by the World Business Council for Sustainable Development (WBCSD).

Eltis/SUMI2 will promote the uptake of SUMPs in Europe, improve the SUMP Self-Assessment Tool (https://www.sump-assessment.eu) and cooperate with 100 European cities to calculate the indicators and provide assistance to these cities through city-specific support, a SUMI secretariat, trainings and a data acquisition fund.

The project started in December 2021 and will last until December 2023.
