The FLOW project: measuring the congestion impact of walking and cycling

To do this, FLOW will create a link between (currently poorly connected) walking and cycling and congestion. The FLOW project will meet the challenge of significantly reducing urban road congestion and enhancing the financial and environmental sustainability of urban transport by improving the understanding of walking and cycling measures that have the potential to reduce urban congestion.

The mission of FLOW

The FLOW project will develop a user-friendly methodology to assess the effectiveness of walking and cycling measures in addressing urban road congestion.

FLOW targets three main stakeholder groups, i.e. cities, businesses and decision-makers, and aims to change the way these groups think about and act on the potential of non-motorised transport to reduce congestion. FLOW will produce tailored materials for use by practitioners in each of these three key fields.

FLOW partner cities will pilot an assessment tool that looks at the congestion impact of walking and cycling measures as well as improved transport modelling simulation tools. These will be used to develop implementation scenarios and action plans to add or upscale cycling and walking measures shown to reduce congestion.

The FLOW project, which is funded by the European Commission’s Horizon 2020 programme, kicked off in May 2015 and runs for three years.
