Polis has a permanent secretariat in Brussels. Those working in the secretariat are in charge of Polis' daily activities: support and services to members; European project contributions (and dialogue with the European institutions); financial and administrative management of the network, and Polis communication. The secretariat coordinates and supports the thematic pillars.

  • Karen Vancluysen

    Secretary General

    Karen was appointed as Secretary General of Polis in September 2014, after having been the network's Research Director for 8 years. Prior to joining POLIS in 2004, she was Network Manager at ACCESS-EUROCITIES for a New Mobility Culture and project manager at Langzaam Verkeer, a Belgian centre for mobility management. Since 1998, she has been involved in urban mobility networking, innovation and policy activities as well as a wide range of European urban transport research projects.   • Ivo Cré

    Director Policy & Projects - Coordinator Access

    Ivo is involved in Polis’ policy coordination and activities of EU project development. He leads Polis' thematic pillar on the Social and Economic Aspects of Transport. Ivo coordinates the Polis working groups on parking and on financing and has coordinated Polis’ policy paper on smart cities. He is currently working on the European Projects Future Radar, CIVITAS SATELLITE, SETRIS, EBSF_2 and SUNRISE. Ivo has extensive experience in city networks and policy in the field of mobility.   • Gabriela Barrera

    Director Membership & Finance - Coordinator Clean Vehicles, Urban Freight

    Gabriela joined Polis in 2006. She has a broad experience in finance and administration of European projects and coordinates these activities within Polis. Gabriela also works on urban freight topics and currently participates in the SMARTFREIGHT, SUGAR and FREILOT projects. She holds a Masters degree in Human Ecology and has previously worked in environment and land use projects in Mexico and Belgium. You can contact her in English, Spanish, French and Dutch.

  • Suzanne Hoadley

    Senior Manager - Coordinator Traffic Efficiency

    Suzanne is Senior Manager at Polis with responsibility for activities related to ITS and network management. She has worked at Polis since 2001. Her main task involves facilitating knowledge transfer and debate among Polis members on topical issues and emerging themes related to ITS and network management, including multi-modal network management, open data, open systems/interoperability, C-ITS, automation and MaaS. Suzanne has edited policy papers on several of these themes, with the aim of bringing forward the views of Polis member cities and regions to the European institutions and other stakeholders. In addition, Suzanne coodinates Polis’ involvement in European projects and represents Polis on various platforms including the Amsterdam Group. You can contact her in English and French.

  • Dr. Florinda Boschetti

    Senior Project Manager - Coordinator Active Travel

    Florinda works at Polis since 2012. She leads Polis' thematic pillar on Environment and Health in Transport, and coordinates the two working groups on health and transport, and bikeshare. She is currently assisting local authorities involved in European projects on active travel, Sustainable Urban Mobility Planning, and autonomous mobility. Before joining Polis, Florinda has worked as Project Manager for three years at European Cyclists' Federation, and Urban Planning Advisor in the public sector in Italy, in Milan and Ancona, between 2004 and 2008. Florinda earned a PhD in sustainable transport planning in 2009, and a MSc in Urban, Environmental and Regional Planning from the Polytechnic University of Milan in 2001.   • Dagmar Köhler

    Senior Communications & Project Manager - Coordinator Road Safety & Security

    With Polis since 2011, Dagmar is coordinating Polis corporate communication. She also leads Polis’ thematic Working Group on transport safety and security, in which Polis member cities and regions exchange on the most pressing issues. Dagmar is involved in European projects such as LEVITATE on road vehicle automation, the ERTRAC/EGVI support project FUTURE-RADAR and the European coordination of the European Mobility Week.   • Luana Bidasca

    Policy & Project Manager - Coordinator Governance

    Luana joined Polis in May 2017 as Policy Officer. She is in charge of the relations with EU institutions while representing Polis to stakeholders and partners in Brussels. She works on the Horizon 2020 funded projects CIVITAS Satellite, SUNRISE and GrowSmarter as well as on the European Alternative Fuels Observatory. Luana has a broad experience in European and road safety Policy from her previous position at the European Transport Safety Council.   • Giacomo Lozzi

    Project Manager - Coordinator Urban Freight

    Giacomo joined Polis in May 2015. He is the coordinator of the Polis Urban Freight Working Group. He works on several EU projects, including VitalNodes, BuyZET, ASSURED, Clean Mobile Energy. He is the moderator of the CIVITAS Urban Freight and Logistics Thematic Group. Giacomo holds a PhD in urban transport governance from the University of Roma Tre, and a Master degree in European economy and business law from the Tor Vergata University in Rome. He has previously worked as policy advisor for Éupolis (the research institute of Lombardy Region in Milan) and as trainee at the European Commission (DG MOVE).   • Thomas Mourey

    Project Manager - Coordinator Clean Vehicles

    Thomas has joined Polis in February 2015. He works on several EU projects such as SWITCH on active mobility, and CH4LLENGE on sustainable urban mobility planning. Thomas holds a Master’s degree in International Relations and European Studies from the Institut d’Etudes Politiques de Strasbourg. Prior to joining Polis, Thomas has worked as a European project officer in the association Siel Bleu (Strasbourg) and at the European Cyclists’ Federation. You can contact him in English or French.

  • Pasquale Cancellara

    Project Officer

    Pasquale joined Polis in 2016. Following his communications internship, Pasquale is now working as Project Officer on several EU projects including INCLUSION (accessibility and inclusive mobility), SUNRISE (mobility challenges at the neighbourhood level), Park4Sump (integration of innovative parking management into SUMP policies). Pasquale also supports Polis corporate communication and the bimonthly newsletter for its members. He holds a 4-Universities European joint master’s degree in cultural projects and planning, a postgraduate diploma in Urban Renewal from the UPC Barcelona and a M.Phil from the University of Milan.   • Michel Arnd

    Project Officer - Coordinator Polis Global

    As a transport planner and cyclist, Michel is a passionate advocate for sustainable urban mobility and European cooperation. Since he joined Polis in November 2017, he coordinates Polis’ global activities and works on several EU projects. Before, he worked in development aid for the German Development Agency, GIZ, as Transport Policy Advisor. He co-authored various publications on urban freight and transport and climate change. During his Master’s degree in Transport and City Planning at the University College London (UCL), he specialised in digital innovations for urban mobility and low-carbon transport.   • Ralf Tinga

    Project Officer

    Ralf joined Polis in 2017. He is involved in various projects including the annual European Conference on Sustainable Urban Mobility Plans. Before joining Polis, Ralf worked as a project consultant on European Commission programmes and events, including the European Green Capital Award. He started his career at a European environmental NGO and was a trainee in the environment unit of the Council of the EU.   • Francesco Ripa

    Communication & Project Officer

    Francesco joined Polis in 2018. He is involved in the management of Polis corporate communication and works on several EU-funded projects, including CoExist, SUMPs-Up and BuyZet.     HR and Finance Manager

    Julie works at Polis since 2006. She is now HR and Finance Manager. She manages and coordinates daily office activities. She prepares and submits EU projects reports. She is the contact person for the Polis conference (logistics and sponsors). You can contact her in English and French.

    Office Manager
