Dear members,

The year 2013 announces itself full of opportunities and initiatives on transport for local authorities at the European level. With two calls for proposals of the Competitiveness and Innovation Programme currently opened, we are actively supporting you joining successful projects proposals on topics ranging from ITS to behaviour change. I also remind you that the TIDE call for champion cities is also open and offers interesting opportunities to develop scenarios for the implementation of innovative transport measures.

In parallel, the EC is accelerating in implementing its transport policy objectives with the recent release of the Clean Power for Transport package, a proposal to amend the state aid regulation and the 4th working package. Polis is engaging a dialogue with the insitutions to follow all relevant initiatives, as well as closely consulting its members to define its position. We are also teaming up with other organisations when appropriate to support policy messages. We are for instance now committed to the electrification platform on which you will find more information in this issue of InfoPolis.

Tallinn offers free public transport to its citizens: 15% increase of use

Since the 1st of January 2013, Polis member Tallinn is offering its citizens the right to access public transport free of charge. Although first evaluations still need to be validated, the figure of a 15% increase of public transport use is mentioned.

Road Safety and Mobility Conference (SaMERU project)

This Conference , which will take place on March, 7 is organised by Polis member Southend on Sea Borough Council. It will be considering the interim findings of the SaMERU project and contribute to the content of the final report.

European projects

TIDE call for champion cities open

The mission of the European-funded TIDE project is to enhance the broad transfer and take-up of 15 innovative urban transport and mobility measures throughout Europe and to make a visible contribution to establish them as mainstream measures. TIDE will select ten champion cities to develop concrete and tailored implementation scenarios which will help them integrate one of the TIDE innovative measures in their local transport policy.

How to assess the impact of ICT-measures on road transport emissions will be discussed at workshop with the automotive industry on 7 March

The ICT-Emissions project will organise its second exploitaiton group meeting on 7th March in Brussels. Participation is open to stakeholders from the automotive industry and OEMs.

News from the institutions

EU Launches Clean Fuel Strategy

The Vice-President of the European Commission and Commissioner for Transport, Siim Kallas, announced today in a press briefing a clean fuel strategy for Europe. The main aims of the package of measures are to ensure common standards in the EU member states and overcome barriers to the use of clean vehicles and alternative fuels.

4th railway package proposed today by the European Commission

The European Commission approved today the fourth railway package. The package of measures aimed at reforming the rail transport sector will now be discussed by the European Parliament and the Council. The decision making process which could lead to the adoption of the proposal is expected to take more than a year.

European Electromobility Observatory launched

The European Commission launched a new instrument to track the uptake of electromobility in Europe: the European Electromobility Observatory (EEO). Polis is part of the consortium implementing the EEO.
