County Lancashire, in Northwest England, is faced with increasing traffic congestion in its main urban centres. There are also some difficulties in coordinating public transport services and achieving modal shift. One of the main objectives is to provide for social inclusion and access to services where land use patterns have become more diverse. Rural areas also present transport problems.
