The EU-funded CONDUITS project, which ended in June 2011, devised a set of Key Performance Indicators (KPIs) for the evaluation of the effectiveness of ITS applications. The KPIs were divided into the four strategic themes of urban traffic management: traffic efficiency; traffic safety; pollution reduction; and social inclusion. The set of KPIs and other deliverables from CONDUITS can be downloaded at the bottom of this page. The KPIs were validated by conducting four case studies in the cities of Paris, Rome, Tel Aviv and Munich and produced useful findings.



 

The use of standard and aggregated KPIs, like those developed within CONDUITS, is an effective tool for two types of processes:

  • Decision making prior to the deployment of an ITS project - Decision makers are mostly interested in understanding the benefits to be gained from the considered ITS measure, prior to its deployment. In other words, better decision making requires reliable predictive KPIs.
  • Ex-antefacto/ex-postfacto analysis of the implementation of an ITS project – After the initial deployment, decision makers are interested in quantifying the effectiveness of the implementation of an ITS project with respect to its initial goals. The KPIs can support this calculation.

Next steps for the CONDUITS KPIs

Although the CONDUITS project has ended, the development and application of the CONDUITS KPIs are continuing thanks to sponsorship from the company Kapsch TrafficCom. It has been decided to develop further the KPIs by integrating them with transport modelling software in order to define a set of predictive KPIs. This will enable local authorities to understand the likely impact of a new ITS technology on the strategic themes of urban traffic management illustrated in the diagram above.

In the first instance, the predictive KPIs will have an environmental focus; however, it is expected to extend this to the other strategic themes (eg, traffic efficiency) at a later stage. The decision to develop environment-related predictive KPIs stems from the cities themselves.

Who is involved in the CONDUITS KPIs development process?

The one-year development process is led by Polis and the technical work is undertaken by Technion, Imperial College London, Technical University of Münich and ISIS. As sponsor of this initiative, Kapsch TrafficCom is also part of the team (Kapsch TrafficCom is a global supplier of road traffic telematic systems, products and services). In addition, the members of the CONDUITS City Pool are also associated with this development process.

CONDUITS City Pool

The CONDUITS City Pool comprises nearly 40 city authorities from around the world. The City Pool was an important feature of the CONDUITS project, with its members contributing to the first major deliverable reviewing traffic management strategies and technologies in cities around the world (downloadable below). Several City Pool workshops were organised during the course of the project to gather input and feedback and on the CONDUITS work in progress.

The CONDUITS City Pool will be maintained during the CONDUITS KPI development phase. Two City Pool meetings will be organised in association with Polis events. City Pool partners will be invited to contribute to the process of developing the predictive KPIs; they will be invited to the City Pool workshop and will have access to work in progress. The City Pool is open to representatives of local authorities with an interest in ITS impacts.
